ISLAMABAD, May 14 (APP): Adviser to the Prime Minister on IT Sardar Latif Khosa said Pakistan was using potential of Information Communication Technologies (ICT) in education, employment, environment, empowerment, energy and equality as the visionary tools of Pakistan People's Party manifesto envisioned by Shaheed Benazir Bhutto. 

The Advisor expressed these views while addressing the World Summit on Information Society (WSIS) 2010 Forum, says a press release received here on Friday.

He conveyed the democratic government was acting to solve the problems of youth, which stood at almost 60 percent of population of over 170 million by using ICT and highlighted innovative use of Universal Service Fund for expanding Broadband penetration, establishing community tele-centers and affordable voice telecommunication system availability by outreaching to the rural and far flung areas of thr country.

The Advisor highlighted Pakistan's ICT Research and Development (R&D) Funds contribution towards research and development in ICT related projects and providing scholarships for students, training teachers and thus enabling export of skilled workforce for flow of FDI.

He projected the Benazir Income Support programme as the government's initiative of using technology based smart cards in ameliorating hardships of the poor womenfolk. He informed that tele-density of 63.5 percent was one of the highest in the region. 

The Advisor effectively made pakistan's case for use of ICT in addressing major challenges the country facing today and added Pakistan is looking at the utility of ICT as one of main drivers of economic development.

"Broadband being an important element in the regard can help address many challenges related to governance particularly in the field of education, health, energy, infrastructure development, etc.  It can be equality beneficial in the field of disaster management and fighting cyber crime," the Advisor maintained.

The Advisor is on four-day visit to Geneva to participate in the summit and was received by Dr. Hamadoun I.Toure, Secretary General of ITU. Earlier, both the dignitaries held meeting and agreed ICT could provide solutions to challenges of poverty reduction, education and health care prevention as well as natural disaster/emergency management and unemployment.

Dr Tours assured full support to Pakistan in all these areas including increasing its broadband penetration.

Project puts 1M books online for blind, dyslexic

Even as audio versions of best sellers fill store shelves and new technology fuels the popularity of digitized books, the number of titles accessible to people who are blind or dyslexic is relatively small. A new service announced May 6 by the nonprofit Internet Archive in San Francisco is trying to change that. The group has hired hundreds of people to scan thousands of books into its "Open Library" digital database—more than doubling the titles available to people who aren't able to read a hard copy. Brewster Kahle, the organization's founder, says the project initially will make 1 million books available to the visually impaired, using money from foundations, libraries, corporations, and the government. He's hoping a subsequent book drive will add even more titles to the collection. "We'll offer current novels, educational books, anything. If somebody donates a book to the archive, we can digitize it and add it to the collection," he said. The Internet Archive is scanning a variety of books in many languages, so they can be read by the software and devices blind people use to convert written pages into speech. The organization has 20 scanning centers in five countries, including one in the Library of Congress. "Publishers mostly concentrate on their newest, profitable books. We are working to get all books online," Kahle said, adding that the organization does not run into copyright concerns because the law allows libraries to make books available to people with disabilities.http://openlibrary.org/subjects/accessible_book

Andalucía - Acceso Universal a Internet

Andalucía se convierte en la primera región del mundo en universalizar el acceso a Internet en Banda Ancha. Así lo ha anunciado hoy el consejero de Innovación, Ciencia y Empresa, Martín Soler, durante la presentación en el municipio de Huécija (Almería) del
proyecto Banda Ancha Móvil Andalucía, una iniciativa mediante la cual se ha dotado a toda la región de las infraestructuras necesarias que permiten el acceso a Internet desde cualquier municipio de Andalucía. Gracias al despliegue de esta red, se completa el mapa de cobertura de Internet en todos los núcleos principales de Andalucía, ofreciendo acceso a la red en niveles de calidad (al menos 1 Mb) en los 770 municipios andaluces, incluso en los menores de 20.000 habitantes.

Banda Ancha para Todos - Brasil

Brasil tendrá banda ancha en todo el país en cinco años
El proyecto supone una inversión de cerca de cuatro mil millones de euros
El Gobierno brasileño de Luiz Inácio Lula Da Silva ultima los detalles de un plan que presentará en noviembre con el objetivo de extender el acceso a Internet de banda ancha a todo el país, en un plazo máximo de cinco años. El proyecto requerirá una inversión de 10.000 millones de reales (3.836 millones de euros), según ha informado a Reuters el ministro de Comunicaciones brasileño, Helio Costa.

El presidente Lula considera Internet como una herramienta fundamental para el desarrollo económico del país y aspira a que su universalización sea una realidad antes de que expire su mandato, a finales de 2010.

Por su parte el ministro, precisa que el proyecto necesitará la compenetración de los sectores público y privado ya que "el Gobierno no tiene una compañía que sea capaz de administrar un negocio de este tamaño", declaró Costa. Sin embargo, otros miembro del Ejecutivo carioca se decantan por ceder la explotación del proyecto a una empresa pública, aunque Costa insiste en que ninguna de ellas cuenta con la experiencia y la financianción que requiere un plan de esta envergadura. Así, el titular de la cartera de Comunicaciones confía en que el Lula sepa aprovechar la infraestructura privada que existe en el país y opte por el modelo mixto.

De acuerdo a la propuesta de Costa, el Gobierno ofrecerá incentivos tributarios, financiación a bajo coste y negociará asociaciones con empresas privadas, con lo que el proyecto beneficiaría no solo a las más de 40 compañías de telecomunicaciones que operan en Brasil, sino también a sus proveedores. En la actualidad solo un 5,2% de la población brasileña tiene acceso a Internet a través de banda ancha, frente a un 8,8% en otros países del continente como Chile y Argentina, según el estudio realizado sobre la materia por la consultora IDC.

El Gobierno de Lula organizará dos rondas de subastas de telecomunicaciones durante el primer trimestre de 2010, ante la insistencia de las empresas privadas del sector. La administración ofrecerá en subasta pública la frecuencia Wimax, usada para el acceso de banda ancha, así como la frecuencia de 450 MHz, para que dé cobertura a los teléfonos móviles en las zonas rurales.

El proyecto ELDA se basa en la creación de una Comunidad Virtual de Aprendizaje Electrónico, especializada en formación adaptada para personas con discapacidad, de ámbito europeo, apoyada en el desarrollo y validación de un entorno multilingüe, bajo tecnología web, para el aprendizaje y adquisición de competencias relacionadas con las Nuevas Tecnologías de la Información y la Comunicación.

El proyecto, realizado por una Asociación Transnacional constituida por centros de formación especializados, organizaciones de personas con discapacidad física y autoridades locales de España, Alemania, Austria y Reino Unido, incluye el desarrollo de un Centro de Recursos Europeo Virtual sobre Educación Especial, la experimentación del Entorno con 30 alumnos europeos y la celebración, en Barcelona, de un Encuentro Transnacional para analizar la transferibilidad de los resultados del proyecto.

Va dirigido a alumnos con discapacidad física, y sobretodo a aquellos afectados por problemas motrices severos, que tienen serios problemas de acceso a la educación y a los recursos existentes, en todos los países de la Unión Europea.
